Executive Vice Chancellor, Education and Technology

The Contra Costa Community College District (4CD) announces the selection of two finalists for the position of Executive Vice Chancellor of Education and Technology. The finalists are: Dr. Phillip King and Kelly Schelin.

Public forums were held in-person in the Second Floor Board Room of the District Office, located at 500 Court St. in Martinez, on Thursday, February 22, 2024, beginning at 10:15 am. The public forums lasted approximately one hour each, and were open to the community, students, faculty, and staff.

For those who were unable to join the in-person public forum, links to the recordings have been made available below, along with an online survey to provide feedback on the candidates. Feedback must be submitted by midnight on Monday, February 26, 2024.

Phillip King is currently the Executive Vice President for Student Success at Milwaukee Area Technical College (MATC). MATC is a comprehensive community college in Wisconsin State, serving approximately 29,000 students per year. Phillip’s current profile includes oversight of three regional campuses, and all instructional units, instructional support, dual enrollment, institutional effectiveness, student services, and workforce education.

Phillip has a 30-year history in community colleges in classified, administrative, teaching, and service positions. His past roles have included administrative roles as vice president in both instruction and student services, dean of instruction and student services and various director roles in enrollment and student services. Phillip has held community college roles in Washington, Wisconsin, Oregon, and California and has experience in university positions in both Florida and Washington, DC.

Phillip has led major initiatives related to strategic enrollment management, guided pathways redesign, accreditation, developmental education redesign, governance and college organization, and strategic leadership and communication. His focus in work is about bringing staff and students together to share in problem-solving. He has taught in four general areas or disciplines, including physical education and health, college success, communication studies, and higher education leadership and research. His academic background includes a bachelor’s degree in psychology, a master’s degree in communication studies, and a doctorate in community college leadership.

Kelly Schelin has over 15 years of progressively responsible leadership experience in community colleges, which includes seven years of senior management experience within the Contra Costa Community College District (4CD). She has served in Cabinet-level capacities at 4CD since 2019, first as the Associate Vice Chancellor of Educational Services and then as the Interim Vice Chancellor of Education and Technology.

As the Interim Vice Chancellor of Education and Technology, Kelly provides leadership and administrative oversight for all aspects of instruction and student services, workforce and economic development, international education, technology services, and education-related grants. This work involves engaging in student-focused policy design and advocating for legislation that advances equitable educational access and outcomes for all students. Kelly also supports planning and strategic partnership development, as well as facilitates Districtwide collaboration across a multitude of initiatives and functional areas to ensure effectiveness, elevate best practices, and foster a culture of continuous improvement.

Kelly’s previous positions on college campuses include Dean of Workforce and Economic Development at Contra Costa College as well as Director of Grants and Associate Director of Workforce Development at Piedmont Community College in North Carolina. Kelly currently serves as a board member on the Workforce Development Board of Contra Costa County, is the co-chair of the Contra Costa County Adult Education Consortium and is a member of the Contra Costa County Business and Economic Development Committee.

Throughout her career in public higher education, Kelly has coordinated robust partnerships among educational institutions, local businesses, and workforce development agencies to enhance regional economic vitality while optimizing educational and financial opportunities for students. Her professional portfolio includes policy design and implementation, strategic planning, resource development, project management, and the capacity to build consensus to advance student-centered priorities.

Kelly holds a master’s of divinity degree from Duke University and a bachelor’s degree in philosophy from Westmont College.
