The Contra Costa Community College District (4CD) has announced the selection of one finalist for the position of Associate Vice Chancellor, Human Resources. The finalist is: Dr. Jeffrey Michels.

To learn more about the candidate, a public forum via Zoom has been scheduled for Thursday, February 2, 2023, beginning at 2:00 p.m. The public forum will be recorded and last 60 minutes. It is open to the community, students, faculty, and staff.

Feedback must be submitted by 3 p.m. Monday, February 6.

Dr. Jeffrey Michels

Dr. Jeffrey Michels (he/him) has been a teacher, manager, and educational leader for more than 30 years and has more than 15 years’ experience in human resources and employee relations. He is an expert in collective bargaining and interest-based problem solving. He has been recognized by the California State Legislature for “fostering... a collaborative partnership between managers and staff” and “working with local legislators on issues related to community colleges.”

In the Contra Costa Community College District, Michels has served for 15 years as President and then Executive Director of United Faculty (UF). He has been the UF’s communications manager and lead negotiator representing all faculty at Contra Costa College, Diablo Valley College, and Los Medanos College. In that capacity, Michels has negotiated 14 collective-bargaining agreements and led many large projects to completion, including a comprehensive revision of the forms and procedures for evaluating faculty. He has worked collaboratively with all constituency groups in the District, including on issues related to health benefits, retirements, misconduct investigations and complaints, workplace safety, hiring and onboarding, equity and accessibility.

Michels currently serves as President of the California Community College Independents, an association representing faculty at 13 CA community college districts, including several in the Bay Area. He serves on Consultation Council at the State Chancellor’s Office and on the Council of Faculty Organizations, which connects faculty leaders throughout the State. He is President of the Bay Faculty Association and has served as Policy Committee Chairman for the Faculty Association of California Community Colleges.

Michels has a Ph.D. and M.A. in Comparative Literature from Brandeis University and a B.A. from the American University in Paris. He is a native of Contra Costa County and lives within a mile of the house in which he grew up with his wife, two kids, two cats, and two dogs.
